Thanks so much for staying with us here on Ask the Borough President with Brooklyn BP Antonio Reynoso. Always great to have you and always great to get to those phone calls and the questions that come with that. So let's kick it off tonight with Arabella, who's dialed in from Bed Stuy. Arabella, thanks so much for your call and what is your question for the BP tonight? About the military means, um, homeless, uh, in the industry on that time. Um, I speak to them, I donate money to them, and um I asked them why they don't go into a shelter, and they said that um They steal their stuff and they beat them up and they're scared to fight back because they're scared to kill them and you know, I, I come from a military family. I mean, way back, World War II, Vietnam, all that. And I have seen family minds of really being messed up in the head from that. So we need somewhere for only a shelter for only military people that they could be safe into, that they could have a bed and could take a bath and have the um dogs with them. Because that's what keeps them, you know, safe. Arabella, thanks so much for the concern, and I guess, yeah, can we elaborate a little bit more on the supportive services that are available to our veterans right now and where we could fill in some of those gaps? Yeah, so the first thing, uh, veterans get priority. So should a veteran be in a shelter system and in our care, there is a priority to get them out first so they're top priority. There's very few categories of. Well that get access to affordable housing immediately and veterans are one of those people because there was a goal uh just set in the de Blasio administration that not one we don't want one homeless veteran living here in New York so we we have that plan right now. The thing is they do have to be in the shelter system for us to know that they're homeless and if what I'm hearing is that they are scared to go to the homeless shelter system because it's unsafe, that is a big problem, um, and. Uh, it's something we have to deal with. So what I would say is please send them our way first and foremost come to our office and we wanna make sure that we can send them to the right shelter so that they so that they do feel safe. I do think that this is a political will conversation uh we can take care of our veterans we have the money uh if anything, the migrant crisis really showed us in a real way how when the city wants to or needs to they can put resources to take care of people because the the 6 or $7 billion that the mayor consistently speaks about that were given to migrants to shelter them to feed them. Uh, is money that was always there. It was always there. The federal government didn't give him any money and the state, I think, gave maybe $1 billion of that money, so it's a 5.7% or $6 billion that is money that was set aside to take care of the migrants. Supposedly right now many migrants are away from our care and now they're less migrants that we're taking care of. We shut down the site, uh, in, in, in, uh, in Manhattan. The hotels are shutting down. We're shutting down sites all over. The uh the borough of Brooklyn, but all over New York. So where is that money? Why not use that money that we were using for migrants to target, uh, women with children to, to assist veterans and put them in in locations that are, are more conducive to like our respect for the service that they've had and it's political will. There should be no reason why any a veteran should go to a general homeless shelter to to not have support services. She talked about a dog we work with the wounded, uh, uh. Yeah it's not the Wounded War project, but we work with a veteran that helps us we actually paid and we're gonna do a dog transfer we'll invite a news 2 there, but we're gonna give a dog to a veteran and that's gonna happen in Borough Hall. It is absolutely she's absolutely right we should be treating them at a different level. We have the resources to do it. It's all political will if a mayor wants to do it, he can't do it and it showed us that the money is always there. Well now is the time with budget conversations and negotiations unfolding so let's see. Yeah it's just it's. It's hard to negotiate. It's, it's ridiculous that we would need to negotiate that, and we need to tell them, hey, uh right now we have something called safe havens that are more niche type of, uh, of homeless shelters that people love that they're able to go in and out. It feels more like a home, uh, that program was cut under the Eric Adams administration the first two years and now they're seeing the value of it and are reinstating them and so it's almost. Like that I keep saying, uh, this administration sets things on fire and then puts them out and then claims victory and my thing is like we don't, we never needed to set this on fire. The de Blasio administration was opening up safe haven beds left and right, and we should have kept doing that and these are the types of shelters that would be more appropriate for our veterans while we transition them into permanent housing on the topic of housing overall in general we just. Saw this rezoning vote passed the council last week about the Arrow linen facility which is expected to bring a lot of housing, a lot of it affordable to Windsor Terrace. Can you break down the components of that plan a little more on what people in the neighborhood should expect? Uh, it's a, it's an amazing plan. I always talk about the fact that the Blasio administration in a, in a very bad way only built in poor black and brown neighborhoods. Right now we have a rezoning happening on Arrow line in an area that has the best schools, the best parks a block away from Prospect Park has all the amenities that you would possibly need to thrive, great jobs. It's just a beautiful community. Windsor Terrace is gorgeous. It's amazing and it has great resources. That's the places we wanna grow. We want more Brooklynites to have access to all those great resources and what's happening is that we have communities that just keeps. No to new residents to new people, and we have to fight back against that. We have a housing crisis we need to build more and we need to build in places where people want to live and this is an example of that. Also on the first floor of this development we're gonna see a domestic violence organization and a daycare center and we got 40% affordable housing out of the 250 units, 100 will be affordable, which is the largest amount of. Affordable housing units in a project without any city subsidies that means the city's not paying a dollar to have it. Also, the community was concerned about its height. It was originally 1413 stories and the council member negotiated to bring it down to 10 without losing any apartments. What she did was make sure that the, you know, a couple of 3 bedrooms converted to 2 bedrooms so that we can keep the apartment count the right way because we need as many people moving into this area as possible, but council. Remember Shahana Haneef did an amazing job and she should be rewarded for this and instead she's getting pushback from these neighbors that don't want to see any development happen in their in their community. Real quick before we go to commercial, what's the timeline on when this could ultimately come to fruition? So we're maybe a year and a half we could see shovels on the ground. It all depends on the developer, so we have to see that. Alright, something to look ahead to and stay with us here. Welcome back to Ask the borough president here on News Brooklyn with Brooklyn BP Antonio Reynoso. Since we've last seen you, a lot has happened at city government level. We have had increased calls for the mayor to either resign or be removed from office after this uh back and forth between the Department of Justice and federal prosecutors here in New York unfolded about whether or not they were ultimately going to drop his charge. At this time we still don't know where that stands. Trial is off the table, but the charges are still in place and of course there was a lot of calls on the governor to use this executive power she has to remove him from office. She didn't go that far. She put what she called guard rails in place for the mayor. What was your thought on her move? Look, I was one of those people that thought she should just remove him. She has that authority. And it has been, it's very clear, uh, we are under attack in New York and the last person to say something when the president says something is our mayor and that's sad uh right now we should be making sure we protect immigrants and we talk about the value of them here in our city and it doesn't happen or they're firing federal workers. Where is the where is the mayor or they take $80 million away from us and he wants to wait 3 days to review whether or not it was a uh a good deal or not. It's just not what we want from our. City mayor, so I thought that he should be removed by the governor if he wasn't going to resign, but the governor put in these guard rails that only happen if it gets approved by the state level and there's a home rule, so there's a message sent from the city council that this is what they want with the guard rails and then the state has to approve it at the Senate and the assembly level. It didn't happen no home rule message the state and assembly have said that they don't wanna do it so even in my. Request for her to go further she does something that's a lot watered down. She doesn't even have support for that so it's a good test as to what the assembly in the political world is thinking about the situation. So I wanna say that I I'm tough on, on the governor. I think she did something and then even that wasn't something that the political world would satisfy, um, so it just puts in perspective how tough she has it to really try to find a balance between holding them accountable. While also not overreaching um and not getting support of the political class in New York. And then real quick thoughts on former governor Andrew Cuomo officially entering the race for mayor. Yeah, you know, he's he's held out for a long time and I think that holdout has made it so that we haven't been able to speak to who he really is, what he's done in the past he's escaped, uh, um, all criticism at this moment and I think the next. Month is gonna be we're gonna learn a lot about who Andrew Cuomo was and whether or not he's someone we want as our mayor. What a mayoral race this is shaping up to be. Thanks for staying with us here on News 12 Brooklyn for Ask the borough president with BP Antonio Reynoso already getting to a lot of questions and calls tonight, and that continues right now. We have Gwendolyn from Crown Heights who's called in. Gwendolyn, thanks for your call and patience. What's your question for the BP tonight? I was wondering what can be done for someone, uh, senior citizen. Who has to travel from Crown Heights to downtown Manhattan twice a day. But cannot afford it. $9 twice to enter into Manhattan. Concerned about that congestion pricing tool there from Gwendolyn. Well, I would love to know exactly why she's traveling twice a day to Manhattan. Um, the toll is only once a day, so you go into the toll, you get charged once, and then you could have all the fun you want in Manhattan. You could come in and out, you can go 20 times, uh, and cross every bridge in New York and it would be $9 a day. So it's not $18 it's not, it doesn't multiply to $27. Um, so that's one thing, but the other thing is we have to understand exactly what it is that's making it so that there needs to be a vehicle trip twice a day to Manhattan. Can, uh, the, the, the most ideal situation would be to take the subway to get to that same, uh, location to get to Manhattan, but if not, she said she was a senior, um. And I think we're gonna get accessorri or uh that there's other ways that we can accommodate seniors especially if it's like a a health appointment um on on making sure that they're getting there in an affordable way uh but again uh you know that circumstance is a tough one, but it is the exception to the rule in which again 90% of the people are traveling by train. We've seen a 10% increase in subway service and bus, the buses are moving faster. They've ever moved in Manhattan, so those are ways that we want people to transition to but if she's a senior and is mobilely impaired, we should talk about access right and other options that are available for seniors, yeah, especially because there are some other options depending on what category or group you fall into. I think we have Demetria from Kunarsy who's also dialed in as we get to more calls and questions tonight. Demetria, thanks for the time and for the call. What's your question for the borough president? Uh, thank you. Good, um, evening. Thank you, Borough President, for taking my call. Um, I am, I'm calling, um. About the uh congestion pricing when it comes to Karsi residents and um what was promised to us about a ferry coming to our area. OK, so that's what's important to Karsi residents as far as the congestion pricing doesn't seem to help us in an area where our transportation is limited, so we wanted to know what is going on with that and um as far as us getting a ferry in our area. So Demetri is absolutely right. If we are going to have congestion pricing and limit the opportunities that people can send to Manhattan through vehicles in places like Canarsie where you in some cases need to take two buses to get to the train station. It is a transit desert and it is very difficult for them. A ferry service would cut the travel time even if you're in a car to get to Manhattan significantly, but right now it seems. Like EDC is not eager to put a a ferry in Canarsie. We don't understand why we just asked our staff to to have a meeting and a conversation with EDC. We'll be able to report back next month on exactly what's happening with the ferry system. We're also looking for a ferry in Bay Ridge that can go to Staten Island as well. We're really trying to expand ferry service. It is a faster option, um, for us to get around and to get to. The central business district in Manhattan if it gets created and right now the again the enthusiasm for ferry service really thrived and blew up during the de Blasio administration. It has been practically stuck ever since uh we had, I think it's over 10 stops were created in a matter of 8 years in de Blasio administration. If we have more than one that has been created under this administration, it would be a lot and it's again. It's just political will there was one administration that was looking to make transportation easier for everyone and move people away from vehicles by giving them real alternatives and then there's another one where that's not happening. The thing here is that congestion pricing is a state issue and the city of New York is in charge of the ferry system, so the congestion pricing doesn't necessarily pay for the ferry. This would have to be a commitment from the mayor, um, and their administration to make it happen. So I agree with you, Demetria. I'm going to be reaching out to the city tomorrow um to see what information we can get as to what. Delays exist and if I can help and be a partner in funding and and so forth, I would be more than happy to assist EDC so we can finally get more access to people in Karsie because she's absolutely right. Well, Konarsie and so much of Brooklyn's waterfront communities could be impacted by additional ferry stops. You talked about Bay Ridge. I know Coney Island has also been part of that conversation. And then you brought up the point that I was thinking about the different agencies overseeing different modes of transportation that it's the Economic Development Corporation in the city looking over the ferries and the MTA of course over the buses and subways. Any changes you think to oversight overall that could maybe move the needle on some of these projects a little quicker? I, I, I, it's, it's a, it's a, it's an interesting thing because the MTA has its board and. You know, any, you ask anyone in New York City whether the MTA board is doing a good job of being efficient and doing they're gonna say no, uh, just because we see the subway system, we see world class systems across the country across the world, and then we come to New York even though it is world class and it is the largest, it's just not as clean, it's not as efficient, it's not as safe, um, so people push back against the MTA board, um, but. And and is it inefficient? We've been trying to build efficiencies. I just can't say I don't know exactly what type of system we can have or create that would get us to where we need to get to for the transportation of the future. What I think we need is not systems, it's leadership. We need people that believe in this if you believe. In moving people away from vehicles, then you have to build more bike lanes. You have to build better bus stops you, uh, better train stops. You have to build buses that are actually protected by lanes so they can fly. You gotta build ferries. You gotta give real options to people if you don't, you're just giving them the medicine with not any of the benefits and now we have people. In Carnarsie that are struggling rightfully like actually struggling with no alternatives and that is not good politics because now they're gonna not be happy with congestion pricing when it has nothing to do with that it has to do with the fact that they have no real alternatives to get them into Manhattan, which is true, yeah, and so many people looking to see. What can come of those alternative modes of transportation. Sticking with transportation, I believe we have another caller on the line and Jacqueline who's dialed in from Bensonhurst. Jacqueline, thanks so much for the call this evening and what's your question for the BP tonight? Yes, I'd like to know when will there be an open forum so that the people that use the paratransit known as accessor ride or better yet stressor ride can voice their opinions and their problems and issues that they have with the service. A 45 minute ride should not take a person. 2 hours to get from one location to the next location. Sometimes I'm able to go from Atlanta to New York in less time than going from Brooklyn to Queens dealing with accessories. I went from Brooklyn to Manhattan, back to Brooklyn, back to Manhattan. We need, they need a better system and if they would listen to the people who have to ride. These vehicles they can better get an understanding of how we feel and the stress that we go through going around the five boroughs just to get to one and plus I, people that ride motorized scooters, not wheelchairs, but scooters, they make them sit. On the scooters and that's not safe. Yeah, Jacqueline, I think you know you are expressing something that many people probably feel a similar sentiment about. So how do we better address these issues? And I think also Jacqueline, by bringing it to us here tonight, you already have shared the concern and give it a platform. Yeah, absolutely. So accessorize, it's a disaster by all intents and purposes there's no one in the city that can should go to you and tell you that it's a it's a success. It is an important. An important resource an essential resource that we need to make sure exists it just needs to operate better and in this one case. Is where we've had conversations with delivery service, the cab drivers, and they're losing a lot of clients and remember in back in the day we used to have to call to get a cab. Now you can just get on your app, but they've lost a lot of drivers to Uber and Lyft, but there are still bases that carry delivery cab drivers that actually can subcontract with access ride. To do the work and the thing with these cab drivers is that they have logistics that they've worked on over 40-50 years of being cab drivers. They know exactly how to get around New York City in a fast way, in a comfortable way. They can take care of the elderly. They like it's, it's a luxury car service for all intents and purposes. People are gonna be in in great vehicles. They don't get enough subcontracts and if the city was to expand that subcon. Acting service and move away from just having like the white vehicles, the stressor ride vehicles. I think we could close the gap here um they'll pick them up faster they'll drop them off, um, they'll stay longer if they need to, uh, and those contracts are very can be very valuable to these cab drivers that have lost their they have lost a lot of revenue because Uber and Lyft, and it's just not something that's happened. It's the only solution I can think of right now, but she's right to say that. If we just listen to them we can get more suggestions and we don't get enough of them, but it is, it is a, a failed experience and these are our seniors, the most vulnerable people that need the most help and them not having valuable access rights a problem but again I think that this is one where we could find a partnership and a solution to it. I think that Jacqueline would be all ears for that kind of a solution, and I think she might have coined a new phrase and stress her right there. Welcome back to Ask the Borough President, where the conversation continues with Brooklyn BP Antonio Reynoso. We have been on a roll with all of the callers and questions we've had this evening. So let's get to a few more before the night is done. We've got Jacqueline this time from East Flatbush joining us. Jacqueline, thanks so much for the call and what's your question for the borough president? Yeah, my question is the seniors are complaining about the trash can. Why they have to pay for it and they cost so much money and and people start getting ticket now for the yeah and now the enforcement has gone into effect. Yeah, so I, I do have to check if the enforcement is in effect already. Uh, I'm not sure that it's happening just yet, but I'll, I'll look into it. But even if it is, so yes, the city of New York. Is looking to solve for its rat problem. um, right now there's already a need for you to have, uh, well, I assume if you're a small homeowner that you have some trash can system and you buy trash cans once every 2 years or 3 years, whatever the lifeline on them are and yes, these are the new trash cans that we want you to buy. They're actually more affordable than your traditional trash cans. Um, it doesn't mean it's easier and we are. Asking everybody to buy it right now and the lifetime of your trash can could still be like up and ready and and they they're healthy but these are examples of visuals that you're seeing with holes all over them. uh, these rats get through them and we cannot solve for our rat crisis unless we're containerizing trash. It will work, um, and unfortunately it's gonna be a cost to New York City residents, um. And there's just no way around it unfortunately and I get it's a hardship for some folks you know that my landlord bought 4 of them, uh, and it is a cost, uh, I believe they're $60 which again is less expensive than what a traditional, uh, trash can would be and it's working we're already seeing significant. 311 calls gone down significantly ever since these trash cans have been put forth. The neighborhoods, they're thriving. They're working, but um if you have a ticket. Please call our office because what we would like to do is see if when the the purchase of the can happens that we can get that ticket, make it go away if you buy the trash can we wanna say it, but it is a cost that we're gonna take on. We need to solve for this rat problem. We can't do it unless we containerize trash, so we have to make it, um, something that needs to happen. There is an effort right now within the city council to at least have those bins be comped for single and two family homes, and I believe those who are also enrolled in the. Star tax benefit program, is that something that you support? Do you think it should be extended uh expanded rather to more groups of people? Yes, look, if we can get involved in assisting New Yorkers, everything is so expensive we're nickel and diming left and right. uh, this is an example that we wanna solve for a crisis. The crisis is the rat problem in the city of New York. This is the solution it is working so we don't wanna move away from this tactic because it's not affordable, let's say, but if we can what we should be doing. And I think it's an appropriate thing that the city council is pursuing it is subsidizing or paying for these trash cans ourselves, maybe the first one, and then after that the maintenance happens uh where the the landlords take over so I think it's a good, a good move. uh I hope the city council does it if it means that Jacqueline can get some level of relief relief um on cost then abs. Really would support that again it's a public good and if there's a public good, the city of New York should be paying for it and we have the money we have the money we've shown it there's $6 billion that weren't supposed to exist now that it's there for migrants if we're not taking care of as many migrants, why are we not using that same money to cover costs for programs like this that make it so that the burden. Doesn't fall on the homeowner but does solve for that rat problem so again I, I feel for for Jacqueline until that legislation passes we're gonna be stuck here. Yeah, a lot of people watching and waiting to see what will happen with that and then what the after effects are for other groups of people. I do want to get to some social media questions that we got on Facebook in particular. Trisha Vida wrote in online. And I think we can pull up the question now if we have it ready, but she writes, will you approve or disapprove of the Coney Island casino proposal for which the developer asks to build a hotel more than twice the height permitted by existing zoning and de-map public streets? Yeah, so the first thing is there is a vote coming up very soon. And the vote is asking for the de mapping of the streets should a casino proposal be approved here in Coney Island so that means that uh if the state department decides to give a uh uh one of the operators a license uh then the DAP streets won't be a problem for their development and how they move forward. So I we are gonna be voting soon on the de mapping um it is something that I think is essential and that we should do should we not. Get the license in Coney Island, then the the mapping will be for now. It would be a null and void. It won't exist, um, so it's a technical issue should the Coney Island casino win its license that they can do that now on the Coney Island casino itself we're a long ways away from making that decision. There's still more conversations to be had with the uh the operator, uh, what. Types of opportunities exist for the local community uh are the hotels too tall? We just don't know enough to be able to make a decision just right now. Um, we heard the community, we did a public forum and got all the information and we put it out publicly so right now you go um to the website and you'll be able to find that, uh, but I think it's too early for me to make a decision right now, uh, and. So I can't say yes or no. That's not my position right now. What were some of those concerns though that came to light that you'd be asking of the developers should they ultimately get that license? Well, we had, uh, we, for example, talked to NIA residents and they asked can every single unit. And the nature development be repaired from the funding that we would be getting from the from the Coney Island casino and the Coney Island casino didn't say no. um, so when you have that type of conversation where we have 6 or or or I wanna say 6 large developments in Coney Island that could be completely new because of this, it's something we would want to talk about. We're talking about jobs. Uh, Coney Island right now is the 3rd, um, highest rate of unemployment. We can help solve for those issues. There are many things that uh that were asked for we need jobs. We need a new school we need better parks. We need year round jobs. We need to fix all the nature developments and uh we're asking the casino if they can do all that work and they've given us some answers but not all of them so we have a long way to go and we gotta make sure that if it's here that it takes care of the residents in and around that area. And that it's a proposal that makes sense. Yeah, very valid questions that you and a lot of others in Coney Island want answers to. Welcome back to Ask the borough president with Brooklyn BP Antonio Reynoso and a lot to get to throughout the evening that we did and also a lot of developments to cover, specifically talking about the reversal from the city to shut down for early childhood education centers here in Brooklyn, one of which you attended as a child, um, a lot of back and forth to get to that point. What are some of the details of the plan that was ultimately agreed to by both sides, and are you happy with what happened there? Well, I'm not happy. um, I think what we did was punt it 6 months later. Uh, none of the circumstances changed. Everything is the same. We're keeping instead of keeping them open for 6 months, they're gonna be open for 1 year with no at the end not really understanding exactly how we get to a point to keep these centers open 4 of them in Brooklyn, so I'm very concerned. Uh, they have, uh, there's one that has a 100% enrollment that is gonna shut down or that they're slaving to shut down. I personally think I'm not a big on conspiracies. But I believe that this is just an attempt by the mayor to move the close down deadline to after the election, not before, because the close, the deadline was gonna happen before the election. He was getting a lot of heat. We did a great job at coming out of the streets and letting people know the organizing was amazing and we won 6 months, but again I think it's just punting it till, uh, December is what they're saying, so I'm not happy about it, but short term we were able to open up the portal again and allow for parents to in. Their kids into these schools or to enroll them in these schools and I think that's what we wanted at first we'll work the fight uh happen again in late uh late this year and we'll win that one too. I was gonna ask what happens next between now and December, but it seems like the fight continues from UN advocates also looking ahead to the state of the borough address that's returning next month, uh, details, it's coming up in April. What do you hope to kind of hit on in some of the top issues? Yeah, I for a long time I've always talked about how. How much and what Brooklyn did for me and how I wanna pay it forward and I really wanna talk about what it was growing up in Brooklyn everything that I had and how I know exactly what it is to grow up in Brooklyn and how government can show up for you so I'm excited for that theme. I think it's gonna be a lot of fun uh it's gonna be a little different this year but again just wanna really speak to what we can be doing to help people the way I was helped when I was a child and how my experiences are helping me communicate with Brooklyn on how I expect to help them. Uh, in the next year, so it, it was awesome. I'm, I'm excited. I'm very excited, very full circle too.
