Welcome back to Ask the borough president with Brooklyn BP Antonio Reynoso here on News 12 Brooklyn, uh, as we wait for your calls to come in and a reminder now is the time to do so. 718-861-6800 is the number to dial if you have a question for the VP. I do want to ask about a project that has made a lot of headlines in recent weeks, and that is the plan to redevelop the Brooklyn Marine Terminal. A little more than a week ago, I believe the Department of Economic Development Corporation here in the city released its draft plan including some details of what their vision is for that redevelopment project. It's received some pushback in the days since. Can you outline a little bit more what was in that plan and your stance on the plan as proposed right now? Yeah, so initially. The, uh, Economic Development Corporation said that they were going to present to us a great economic development opportunity to expand the port in Brooklyn. The last one that we have in New York City, deeply meaningful, uh, creates tons of jobs, middle class wages, and it's something that we've wanted to push and everyone was very excited once we come in as a task force to have a discussion. About the port, the first thing they introduce us to is housing. A lot of it we're talking about almost 12,000 units of housing initially we've been able to reduce that significantly because there's not necessarily a need for that housing to pay for the port, and I think what people are seeing for the first time is not a port project or economic development project. And they're seeing a housing development project with the poor project being like a secondary uh uh item or a secondary partner to that conversation I think it upset them and they wanted to understand why we needed this housing what's happening is that EDC is also now having to make a lot of people happy and instead of reducing the the conversation to just economic development. They've added a park. They've added manufacturing land. They wanna talk to Nitra. They're talking to storm resilient people. They're talking to public realm folks, and they're trying to cut off all these pieces of pie to every single and the only way to pay for all that is to add more housing and to take more away from the port, and I think people are pushing back against that because like me they were initially introduced to this as an eco. Economic development opportunity and it seems like it's turned into a housing development opportunity so that oh go ahead. I did not mean to just I'm one of the strongest proponents of housing development in all of Brooklyn and it's deeply important we need to build more housing in this borough we need to build more housing in this city, but in a place where we have very we don't have manufacturing in New York City we definitely don't have any ports that are meaningful this. One small space we're looking to preserve it we're looking to do more work with it and instead of doing that, that little piece of land that we have left, they're gonna take that for housing as well instead of developing housing in the rest of this borough, um, it's just a backwards thinking the space that we have that's tiny we're gonna build housing on it and the rest of the borough in which we can build unlimited amounts of housing we're gonna do nothing there. It's a sad, a sad state of affairs. Right now and we have a once in a generation opportunity, but we're not taking a once in a generation uh plan or process to make it happen. You are a member of the task force that will ultimately vote on this project. Where does it stand right now? I know there's been some pushback on the plan that was released and the day of the vote seems to have been moved as a result. Yes, the day of the vote was moved. I believe it was moved because. They don't have the votes. There are people in the task force that have genuine concerns and everyone wants this project to happen. This is an important thing and if done right, it could be transformational for Brooklyn and the city of New York, but what we're seeing is a hodgepodge, disorganized sloppy process that gets us what I think again a once in a generation opportunity but not a once in a generation plan. This plan has been done quickly. Um, it's, it's adds too much. Uh, the task force members are not informed. Uh, the general public is not informed. If task members are having a hard time understanding everything that's going on, I can only imagine what the general public feels. So I just think we need to take a step back, breathe a little bit, and then get back to the drawing board, but it seems like EDC is locked in. Uh, it seems that they have some support, not enough to to pass the vote, so we'll see what happens in the next couple of weeks, but the delay has nothing to do with making the plan better, the delay has nothing to do with educating the general public on what's happening. The delay is simply because they don't have the votes and they need to target and talk to individual members to get them across the finish line. Let's circle back on this in just a minute, but I do right now want to get to our first caller of the evening. I believe that we have Pauline from Flatbush on the line with us. Pauline, thanks for your call. Go ahead and ask your question and if you don't mind, please do so quickly so we give the BP enough time to answer it appropriately. My question is, what are they going to do with the Bicycles on the sidewalk. Mm OK. So, yeah, so look, uh, we just had a. Um, uh, a graphic or we just started a story about the three kids that died, um, and the first call we get today is about cycling and sidewalks and it, it's, it's the perspective that, that, you know, puts me in a position where right now we're seeing 3 young kids get killed by a car. And we can't get our focus off of bikes on sidewalks, which are absolutely a problem and something we have to deal with. It's just not a priority to me when kids are dying because of vehicle crashes and that vehicle crashes on average over 200 people die because of vehicle crashes in New York City. Uh, in, in 5 or 6 years if 2 people have died because of bicycles it's a lot, uh, so I really wanna focus on where I think the, the, the real problem is which are deaths by vehicles and less with cycling and now look, we got more enforcement to do we have to have more. Serious conversations about how to keep these folks on the infrastructure that is meaningful, um, like if we have bike lanes. I'll say this, uh, we'll go to these neighborhoods they don't wanna see the cyclists on the sidewalk but they won't give them a bike lane on the street if we expand expand this infrastructure all over Brooklyn. And make it so that these cyclists always have a place to be on if they're ever on the sidewalk we could even increase the tickets we can increase enforcement, but if they don't have the infrastructure because no one allows them to have it, then the alternatives that they're gonna go to where they feel safe and they don't feel safe on the street sharing the road with the cars, but they do feel safe unfortunately is with pedestrians, so we have a lot of work to do to get that right, but again. The focus should be on where the problem is and the biggest problem on where people are dying is with vehicles and I hope that we get some calls that are more reflective of that than something that I don't think is necessarily killing anyone. Thanks so much for staying with us here on News 12 Brooklyn with Brooklyn BP Antonio Rano so I wanna take the time now to talk about a new program that your office announced in partnership with Brooklyn College. I know maternal health has been a big hallmark of your administration. Talk to me about how this advances that mission. So first we started with building the. Structuring the three public hospitals in Wood Hole, Kings County and Coney Island Hospital. We built these beautiful centers that are gonna be state of the art. Then we did baby boxes and baby showers the following year to just show some level of support and some love for for the folks in Brooklyn and now we're diving into mental health so actually a lot of people don't. Know that maternal health deaths happen because of suicide or overdose is a high level of of maternal deaths so what we wanna do is postpartum depression is real and what specialty or what certification exists out there to help specifically postpartum like women that just had babies and there is not a lot or pro. Before, during, and after there's not a lot so we partnered up with Michelle Anderson from Brooklyn College, the president of Brooklyn College, and it's gonna be the first certificate program in the entire state that is focused on maternal health and it's gonna make sure that the mental health of of these women before, during and after is as strong as it could possibly be. And this is not only psychologists, psychiatrist or therapists, this is your doctor, this is your midwife this is people in school anywhere you interact where you have a touch point with a person that is pregnant, we're gonna be there to support so we're gonna be doing that and they have their first cohort that has started a pilot program now and in in uh the fall we're gonna have our first class, uh, so I'm so happy that we continue to progress to make Brooklyn the safest place in the entire city for all women to have. Postpartum depression is an arena that isn't often talked about enough. It is stigmatized, so to see that people are being trained specifically to address that, especially here in our borough, groundbreaking and important. Speaking of important, you're about to give a pretty important speech later on this week, the annual State of the borough, the state of the borough, any teasers as to what we can expect my, my staff never lets me say anything, but like, we're gonna talk about how I got here, uh, and not so much. A race but more about how I got here how life has put me in a position to be here, the opportunities that were afforded to me when I was young and how government shows up for people so we wanna make sure that government shows up for everyone we wanna make sure that we can show people how opportunity matters so uh hopefully uh everyone shows up if you're watching come out. We're gonna kick things off with Gary who has dialed in tonight from Crown Heights. Gary, thanks for your call and go ahead and ask your question. Yes, thank you for taking my call, Mr. BP. Thank you. And my question is actually what can be done about this situation? I'm actually in Karnheit, and we have an MTA workshop that's actually in the neighborhood, and the folks, the workers that works there, they have their trucks, the MTA trucks, big commercial trucks that they just spread the trucks throughout the whole neighborhood. And on top of it all. They have numerous, uh, like I don't know how many of them worked there 30, 40 guys and their private vehicle also parked on the street, and they would wait at the end of their shift and just wait in the car for the next shift to come over and then we and turn over that parking lot, that parking space to them. So it's the whole neighborhood is actually up with that be very disturbed about it and what can be done about this place. It's very disturbing. And last, I believe last week or two weeks ago somebody had a question, the same thing over at you know, the same thing was happening. What can be done about that? Thank you. Yeah. Thank you, Gary, for bringing that to our attention. Absolutely, so I will be calling the MTA tomorrow, uh, to see what's happening there. There's obviously an enforcement issue. uh, we tend to see people, you know, there's the same thing when they put their, their work vest on the dashboard and folks just violate the rules of how exactly we're supposed to be using our parking and in some cases are using. Uh, city vehicles in public parking spots that's not supposed to happen. They're supposed to be a place where they can go and park any city vehicles and if they're their own personal vehicles they should have no more privilege than the next person to get a parking spot. So, um, obviously they have something going on there there's some system that's making it so that, uh. They're, they're working the system against the residents there, so I'll be calling the MTA tomorrow. So, uh, Gary, hopefully you'll see some difference after we call the MTA. If not, I might have to show up myself and see how it can be helpful. Alright, Gary, you heard it here first on the issue of enforcement though, because that's something that's come up a lot over the course of this evening's conversations. Uh, how does that get impacted when we're talking about city agencies or this idea that I know people have kind of deemed placard abuse, that idea that you can put your city credentials in the window shield and that it's kind of a get out of jail free card and park wherever. It's uh it's the the first semblance of, of corruption that people kind of let go because they're city employees um and they don't understand the impact that it has not only on your psyche. But if you start getting away with that, what the next step is and it starts building this level of grandeur with the city officials, not only elected officials, but just anyone working that has a placard, and we have to start at its root, but the city does absolutely nothing about it. Remember, the people that are giving the tickets are are the people that are the biggest culprits of placard corruption or some people that are hiding their license plates are tend to be mostly. NYPD officials, so the NYPD does a poor job at enforcing its own people. So we should be doing is having a completely independent agency that does ticketing in our city, maybe run by the Department of Transportation where they don't need to worry about their relationship with their friends on the force, um, because they have somebody that's more independent and objective in how they're giving these these summonses out, but we don't do that in the city, uh, it's been a big. Fight uh for many folks uh and the city just turns a blind eye to it. Food for thought as uh negotiations are upcoming in the city budget season we'll see if that's something that they decide to tackle. I do want to get to another caller that we have on the line this evening. Sandra has called in from Flatbush. Sandra, thanks so much for dialing in and what's your question for the borough president tonight? My question is the crime statistics across the city are down, however. There seems to be a lingering perception that the city is not a safe place to live, so that I'm reluctant to go out and enjoy the many things that the city has to offer. What's the plan to try to change that perception? Such a good point. I feel like a lot of New Yorkers probably feel very much a kindred spirit with Sandra's way of thinking. Yeah, look, I wanna, I'm gonna try to do a robust explanation here. Uh, the mayor of the city of New York spent. $8 million I believe in the last election $8 million convincing people that this city was in crisis after COVID and the problem that we have is that it was in the, the whole the whole world was in crisis. It didn't matter if you were in Germany or France or England or Chicago or LA or New York City crime was up everywhere. This idea that it was our policies of the lack of control or or the the Bill de Blasio, it just wasn't true. None of it was true. It was a uh countrywide or an uh a global, a global uh collective losing of minds because of COVID that happened but this mayor spent all his money telling people that the city is out of control and it's because of the policies of. Press of de Blasio. So what do we do? We spend all our money on enforcement and not on opportunity. We spend it on enforcement and not opportunity. So now we spend $8 million convincing people that their city is dangerous and they shouldn't walk outside and everything is blowing up and what is happening now we have another mayoral race and the number one candidate that is running for office right now, Andrew Cuomo, is telling you that this city is not safe and that he needs to come in. Save you when this city is that Brooklyn has the safest, the safest statistical data in its history. So arguably we are the safest we've ever been, but people are afraid to leave and it's because of the propaganda and all of this information that you get from most of the elected officials that are running for office that know it's easier to get you to vote for them if you are afraid than it is to give them hope or any any potential into the future. So I blame um our leaders in doing that. What we should have done is continued our path to opportunity, expanding affordable housing, expanding fair fares so people pay less money on the subways, 3K and pre-K, all these things that are meaningful that actually make a difference in people's lives is what we should have kept track of. We lost all that, including beds in Bellevue Hospital went from 200 to 19, cuts to education, all these cuts are happening and what's what we're seeing from people is this fear. Because we've been sold fear and now we can't undo that. That's over 160 million if you include Cuomo's money that's coming in this year that's gonna tell you that this city is out of control and you need them to save it. And I don't, I don't buy that, but obviously a lot of people, their psyche now has moved to thinking that the city is out of control when I don't think it is. Very valid point that this is gonna be continuing to be a topic of conversation as we continue to watch this mayoral race play out. Speak to the point that Sandra just made that the numbers are saying crime is down. We heard last week from NYPD Commissioner Jessica Tish that East New York in particular was an area that she says hasn't seen a single shooting so far in 2025, which again kind of goes to that idea of perception versus reality. What, if anything, do you think has proved to be very effective in that area with reducing? Those numbers, I, I, I can't like, I, I know they have a robust, uh, on the ground work that they do with, uh, what they call like qualifiers or people that are, uh, talking to people, uh, cure violence groups that are helping and also the Brooklyn NYPD in Brooklyn is one of the better NYPD like operations in the entire city. Um, uh, so their collaboration with organizations that do this work together seems to have been making a difference, and I'm really proud of that. We just saw an image of MANUp, which is an organization that does this type of work on the ground. They know where the shooters are. They know where the problems are and they work with the NYPD to get there. We also have one of the best district attorneys in the entire city. uh, Eric Gonzalez is unmatched in his ability to understand. And how to do this work without wanting to be on the headlines without falling prey to, um, you know, Trump mania or Maga Nation he knows exactly what he's doing and Brooklyn is the safest it's ever been because of all that work that people are doing collectively. So again, we also got to be mindful. A lot of what people see as crime is not crime. Homelessness and people with mental health episodes are not committing crimes. They're just, uh, uh, you're seeing poverty. Um, you see people with needs and when people see that they feel anxious, they feel unsafe even though it is not unsafe in the city, so we should be spending more valuable time treating those people, getting people homes, and once we do that and you remove what I call visible poverty from people's faces, I think the perception starts changing and people start feeling safe in the city that is safe. I do want to bounce back to the mayoral race since that was brought up as well and now we I mean this has been a constant conversation topic. For us throughout the last several months, but the federal case against Mayor Eric Adams is now done and done for good because those charges cannot be brought back and then on the heels of that being made public, we learned that he is running for reelection but as an independent, so he doesn't have to be on the ballot in the June primary. Some have called that a gift to Republicans in response to that move. What's your take on where everything has settled with regards to the case and the race. Like, I don't, I never wanna. Have it so that anyone needs to go to prison for any issue so there's a part of me that uh feels some level of empathy or joy for the mayor that he's not going to jail um the other part is that this was in no way a representation of what the case was about um it was simply this quid pro quo was something that was very apparent to the judge and saw what happened and he decided to just let it go so that we don't have the mayor being held captive by this administration. But he's running as an independent and I am a Democrat, so good luck to him right now. What I'm doing is making sure that the, the, these stories that are being told about our dangerous and horrible city um don't, don't become the new reality and the new perception of people. This is an amazing city, an amazing borough. We're doing amazing work and people are making it happen every single day. And that's the message that we should be sending to folks and if you are a mayoral candidate not sending that, then you're not somebody I'm gonna be supporting and hopefully we hear more of that message come Thursday during the state of the borough. We've got them lined up and waiting, so we'll kick things off with Shirley who's dialed in from East Flatbush. Shirley, thanks for the call and what's your question tonight? Yes. My question is. What is going to happen to the people that don't pay any fare on the buses and you that pay your fee, you can't get a seat. Something should be done about it. It's long been New York City lore that you go through the back, yeah, exactly you don't have to pay. So I actually have a solution for this that should make everyone happy is our buses should be free. Free across the board, we had a pilot program throughout the city of New York that has now been gone but when it happened we saw the frequency and the amount of people going on buses go up and you know the fare of a bus is still expensive for a lot of people and we want to be very careful about uh putting people through the justice system over jumping a fare. So I actually think when it comes to that specifically for buses, I think it's a little different for the subways, but for buses we should just make them all free. And we should have them be more frequent and the state and the city should be working to pay for it um so I actually think that's the solution to this that you have a lot more seats and you have more buses running that are free um so that's something I will push for because I think the enforcement is um is something that we're not gonna be able to do in a in a significant way we can't have one cop on every single bus it's just not efficient so. My recommendation is to start the process of bringing back that pilot more permanently. OK, I'm sure music to a lot of people's ears and again now is the time for our lawmakers to really start having these conversations and negotiations for the budgets underway on the topic of buses, we also got a question, a concern I should say from Richard that was posted on social media, and I believe we have the post if we could pull it up, it was about dangerous buses, buses running. Red lights. This is the situation that Richard has referenced here. I believe that this was in Williamsburg, but I'm going to take a quickly closer look. He says we need traffic safety enforcement on reckless school buses, Borough Park, excuse me, this is 41st Avenue, 7:30 and 8:30 a.m. Sunday through Friday. scary to see it, you know, the light change and the bus just guns it down the road. That that's uh a very important thing we're talking about our kids here. This is not just a bus that's moving through empty, uh, these are kids in these uh in these buses. There's also public streets. He clearly ran the red light. It wasn't even close, um, so what we'll do is we'll take that information. That video is very clear. We'll see if we can get it to the NYPD, um, and see if we can do some enforcement on that. But when it comes to these things, enforcement for that. That is very targeted if it's 7:30 to 8:30, there's no reason why we can't have a targeted push in and around these neighborhoods where there's many buses, um, so that we can do something about it like I live in, uh, I see buses all the time and they're trying to get to their destination and it's a lot of them, uh, but we should be able to do that safely, especially if our children are are in them so uh I'll follow up, uh, and make sure Richard that, uh, the NYPD knows, uh, that this is happening. Yeah, thank you. For bringing that to our attention, but the worst case scenario would be someone blowing through the light and God forbid another car is coming through the intersection at that same time. Then you have a worst case scenario. We do have Mary who has dialed in from Bensonhurst this evening. I'd love to get to her question. Mary, thanks so much for your call. And what's your question for the borough president? I'd like to know why is it so impossible to find affordable houses for senior retired. Yes. Yeah. An ongoing issue here in the city for seniors. So many groups really struggling to find that affordable housing. So there was a time in the late 70s and the 70s to the 80s and even in the 90s we were building a ton of senior housing in the city of New York. There was a program called 202 funding that was coming from the federal government under George Bush, the funding was cut and that federal funding was arguably the sole way that we were building housing for seniors in all of the city. Now we have something called SAA which is a city subsidized program to try to assist, but it is less than 1% of the amount of development and housing that we were building, um, before the early 2000s and it's all 202 funding. It got cut on the bush. It was never replaced under the Obama administration. Um, it wasn't replaced under Trump, Biden, and now Trump again, so this is not something we're gonna see for a long time and the thing here is that. Senior housing is the most deeply subsidized housing in the entire city of New York. These apartments on right on average right now are costing about $400,000 each to make. So if we want to subsidize that for someone traditionally at that age that is probably on Social Security. And has very little income. We're talking about them paying 1 $20 and $300 a month for rent, and it is not sustainable to manage a building with that little money. So the so funding that was coming, I mean I'm sorry, the 202 funding coming from the federal government made a difference. So we're not gonna be seeing a significant amount of senior housing being built in the city for a long time. What do you say to Mary then who is looking for that affordable option and really struggling to find it about what the real. options are for her right now like this city can do it this city if it wanted to and it wanted to make seniors a priority, they can subsidize more apartments to make it happen, but that's not how the city works. The city does the least amount possible to help people like seniors, like veterans. Uh, we have a homelessness crisis in which we have over 75 to 80,000 people living in homeless shelters of which the majority are women and children, and this. City has not found the courage or the political will to build housing to put them in those spaces, um, and then they see seniors that are not in homeless shelters that are either doubled or tripled up or living with family um and that's not a priority for them when they have all these people in homeless shelters so again I think it's a political world conversation and we don't have that right now. You touched on federal funding in the city right now bracing for potential cuts from the federal level. Uh, we've already heard so many headlines about that and then of course the. And the fallout from that that we've seen really unfold on Wall Street and and just today alone, um, are you at all concerned that we're heading towards a recession and what impact that could have specifically on Brooklyn? Yeah, like my economy 101 hat that I have is gonna say that I know very little about where we're headed. Um, what I do know is that these things are affecting people every single day whether it's through their 401k, whether there's what we're gonna start seeing. In the stores every single day like the problem here is I don't feel like there was a plan. I feel like this was rushed and no one knows what to do if we were introduced to this slowly or there was this economic plan that made sense, maybe we would be able to consume it in a different way and get to a place where we all understand it but it's not the case. Welcome back to Ask the Borough President here on News 12 Brooklyn, where we have covered quite the range of hard hitting topics, so I figure let's kind of cosplay us some heavy hitting teams here in the city representing our New York alliances. Congrats. The, the, I believe we're both 6 and 3, so we're doing OK. I love winning records this early on into the season. Hopefully we'll see you in the World Series, which is the goal. I was telling you in the commercial break, this is clearly my husband's not really made for me, but he was like. Gotta pick the World Series jersey in the closet today because we've got to manifest that. What a way would that be for New York to celebrate in a win to have everyone kind of come together for a World Series. Like it's gonna be great for the city of New York to have two competitive teams out there. We're a ton of economic development, but you know, I'm just a, a diehard Mets fan and I couldn't be happier that we have Soto. You had him last year, so you got, yeah, there you go. No, but it's, it's, it's great to, to finally open uh opening days are. Pass and baseball season is ahead of us and it's just a great time in New York. Look, we all need something to look forward to these days and a little bit of baseball, no better thing and no more New York of a sport. I feel like than baseball. We've got all our teams represented. Speaking of sure signs of spring, I think you were sporting the Mets gear over at Luna Park a couple weeks ago to kick off their new season. No better start to the season than having those amusement parks on Coney Island back up and running. What does that mean to have that back here in Brooklyn for another year? It's the. Fast whether it's Luna Park or Dino's Wonder wheel, we know it is exactly, but we know when Dino's is rotating and uh the cyclone is moving that spring has started and it's finally here. Maybe that's why it's been a little chilly. Dino's wheel hasn't really unlocked, but as soon as that gets going, you know spring is here. Go to Luna Park. The rides are have expanded. The arcades have expanded, the food items have expanded. It's just the greatest environment that you can be in in a summer, not. Only the beach but also Luna Park.
